Everything Phasegate shows about awards and open solicitations comes from public federal records, republished here for convenience. Award and phase history comes from the public federal SBIR/STTR award record. Open Department of Defense topics come from the department’s public topic listing. Civilian-agency opportunities come from the federal grants opportunity listing. Phasegate does not generate or estimate award data — it reads and organizes what agencies already publish.
Freshness
Records are refreshed on a schedule and can lag their source by some period of time. If a date in Phasegate looks off, the source record may not have updated yet, or may have changed since our last refresh.
Dates are derived from public federal records and may lag or change. The official solicitation is always the authority.
Typical Phase II windows
The table below shows the typical window Phasegate uses to estimate Phase II eligibility for each agency, and what date it is measured from. These are typical windows drawn from agency practice, not statutory deadlines, and they are not binding on any agency. The official solicitation always controls.
- Department of Defense — typical window: 12 months, measured from the Phase I award’s period-of-performance end date
- Department of Health and Human Services — typical window: 24 months, measured from the Phase I award date
- National Science Foundation — typical window: 24 months, measured from the Phase I award’s period-of-performance end date
- Department of Energy — typical window: 12 months, measured from the Phase I award’s period-of-performance end date
- National Aeronautics and Space Administration — typical window: 12 months, measured from the Phase I award’s period-of-performance end date
- Department of Homeland Security — typical window: 12 months, measured from the Phase I award’s period-of-performance end date
- Any other agency — typical window: 24 months, measured from the Phase I award’s period-of-performance end date
